COFA Alliance National Network of Oregon (CANN OR) is a non profit organization dedicated to advocating for people from the three Compact of Free Association island nations residing in Oregon: the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia.
Our Purpose
Under the Compact of Free Association (COFA) agreement between the USA and COFA Free Associated States – Marshall Islands, Palau and Federated States of Micronesia, COFA residents in Oregon are entitled to essential services and support. However, navigating these complex systems can be challenging. We bridge this gap by helping our community understand their reghts, access vital programs, and receive the guidance and advocacy they need to achieve social and economic stability.
Our Staff
Health Coverage Support

- Help applying for or renewing the Oregon Health Plan (OHP)
- Assist with Marketplace enrollment and coverage options
- Help community members understand their OHP benefits, resources, and available services
- Explain eligibility, notices, renewals, and coverage changes
- Help resolve enrollment barriers and connect indivicuals to appropriate support
Community Outreach & Education

- Participate in health fairs, community events, and partner workshops
- Provide health coverage enrollment and education events
- Education COFA and other underserved communities about available health benefits and services
- Offer culturally responsive support navigating health and social service systems.
