State-based Approach

The COFA Alliance National Network (CANN) Action works across states to advance social and economic justice under the law for COFA communities. Through lobbying, legislative advocacy, coalition-building, and public education, the organization supports policies that protect the rights and well-being of COFA citizens living in the United States.

Because each state has its own laws, systems, and community needs, CANN Action uses a state-based approach. This includes educating policymakers, strengthening local partnerships, strengthening local COFA-led organizations, supporting community leadership, and advancing policy solutions that improve access to education, health care, economic opportunity, and fair treatment in public systems.
CANN Action also works alongside COFA leaders across the United States, community members, and the Ambassadors and Consul Generals of the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau to support COFA Legislative Day observances at U.S. state capitols. These events help educate lawmakers and local communities about the history, presence, and contributions of COFA peoples and families in the United States.

Across the country, COFA residents strengthen communities as workers, students, entrepreneurs, service members, and leaders. They also contribute to state and local economies through taxes and everyday spending. Many COFA-connected families include U.S.-citizen voters, making them a meaningful and growing civic presence nationwide.

CANN Action has helped lead lobbying efforts in Oregon and Washington in support of COFA communities, as well as supporting COFA Legislative Days in Texas and Utah. The work highlighted here reflects advocacy across different states, including legislative priorities, bill tracking, testimony, and other materials that reflect how policy change is advanced at the state level. These efforts demonstrate the range of strategies used to support COFA communities through state-based lobbying and legislative engagement.

Oregon

The State of Oregon is the model of incredible support by legislative allies and community members.

Texas

CANN-Texas has been focusing on declaring a COFA Day to honor the contributions of COFA military veterans and others.

Washington

In the State of Washington, the focus has been on increasing access to health care for COFA Washingtonians.

Utah

Utah is the latest state in the United States that has publicly recognized the contributions of COFA citizens. Through a coalition of NGOs, government officials, and support from the Embassies of the Republic of Palau, Republic of the Marshall Islands and the Federated States of Micronesia.
